  1. Scheme for setting up of National Farmers Database
  • According to the recent announcement made by the Union Ministry of Agriculture and Farmers Welfare, the government will create a ‘ National Farmer Database ‘ using digital land records .’ is planning to establish. This national database will provide proactive and personalized services to the farmers. Along with this, the government will also ensure the confidentiality of the data related to the personal details of the farmers in this database. The objective of this initiative is to increase the income of farmers by developing solutions based on the available data. The ‘National Farmer Database’ will ensure that by reducing input cost, quality improvement, ease of agricultural activities and farmers get better price for their agricultural produce. The database will provide online sign-in facility to ensure universal access and provide personalized and proactive services to farmers such as soil and plant health advice, direct benefit transfer, irrigation facilities, meteorological advisories, information on seeds, fertilizers, market access, lending facility, Agriculture equipment etc. On the other hand, if the central government has already made such a system, then it will be integrated with the central government database and will be further improved. At present this database will cover only those farmers who are the legal owners of agricultural land as per government records. Landless farmers will not be included in this.

  • July 28, 2021, the Lok Sabha has Insolvency & Bankruptcy Code (Amendment) Bill 202l ( Insolvency And Bankruptcy Code (Amendment) Bill 202l) passed. The Insolvency and Bankruptcy Code (Amendment) Ordinance 2021 will be replaced by this bill. Insolvency is a situation where a company or individual is unable to pay its debts. The government has notified that the limit of a default which does not exceed Rs 1 crore for initiation of a pre-packaged resolution process, remains unchanged. On April 4, 2021, the government had introduced an ordinance under which a pre-packaged resolution process was provided for Micro, Small and Medium Enterprises (MSMEs). Under this ordinance, a pre-packaged insolvency resolution process (PIRP) was instituted which provides for an alternative MSME insolvency resolution process.

   13. Deposit Insurance Credit Guarantee Corporation Bill 2021 to be introduced in Parliament

  • Cabinet the country’s deposit insurance laws ( Deposit Insurance Laws approved changes). As per these changes, Rs 5 lakh to the account holder within 90 days in case a bank is placed under moratorium by RBI .amount will be provided. Earlier, account holders had to wait for years till the restructuring or liquidation of the distressed lender to get their sum assured. Deposit insurance premium has also been increased by 20% and maximum premium limit by 50% with immediate effect. This premium is paid by various banks to DICGC. The Center plans to introduce the Deposit Insurance and Credit Guarantee Corporation (Amendment) Bill 2021 in the ongoing session of Parliament. In the year 2020, the deposit insurance cover was increased from Rs 1 lakh to Rs 5 lakh. Depositors generally have to wait 8 to 10 years for a troubled bank to be liquidated before receiving their deposits. With this change in rule, The depositors will get the sum insured within 90 days without waiting for the liquidation of the troubled banks. With the bank being placed under moratorium, in the first 45 days, the DICGC will collect information related to all deposit accounts. The information will then be reviewed over the next 45 days and depositors will be paid within 90 days. Currently, banks pay 10 paise to DICGC for every Rs 100 deposited, as premium for insurance cover. It is being increased to 12 paise for every 100 rupees. Banks pay 10 paise to DICGC for every Rs 100 deposited. It is being increased to 12 paise for every 100 rupees. Banks pay 10 paise to DICGC for every Rs 100 deposited. It is being increased to 12 paise for every 100 rupees.
