If the states implemented them, debt wages like cancer, diabetes, stroke and heart disease would be treated in the district-level government hospitals of small towns.
Four PPP models have been suggested in the guidelines issued by the Commission regarding PPP in the treatment of non-communicable diseases. It will be for a period of 10 to 15 years and the beneficiary will pay a certain part of the expenditure on the treatment that the government will pay to the private company.
The second model is ‘Purchasing of Services’ which will be for one to three years and it will work on the lines of health insurance. This means that people will be able to treat non-communicable diseases from private and in return, the government will pay them a fixed sum.
The third model is ‘Build, Operate and Transfer’, which is a BOT model under which the government will give land to the private party. The private company will set up a hospital on this and the government will give it the advantage of a win-win gap funding to make it commercially beneficial. Under this, the agreement will be for 30 years.
The fourth model is ‘collocation model’ under which private parties will be allowed to make a separate facility in the government hospital. This agreement will be for 15 years. The patients who come here from the government hospital will be responsible for the cost of their treatment, while the other patients will be able to recover the money from these hospitals.
