1 PM Modi urges Sri Lankan President to implement 13th amendment

During the  Sri Lankan President’s visit to India, the Indian Prime Minister  expressed hope for the implementation of  the 13th Amendment to the Sri Lankan Constitution , which  comes from the India-Sri Lanka Accord of 1987 . Sri Lanka has been experiencing increasingly violent conflict since the early 1980s. The struggle can be traced back to its independence from Britain in 1948. At the time when  the Sinhalese majority government  came into existence, it passed a law which was deemed discriminatory against the Tamil minority population. In the 1970s, the two major Tamil parties  Tamil United Liberation Front (TULF) united to form Tamil Nadu, who began agitation for a separate state for Tamils within the system in north and east Sri Lanka, which would give them greater autonomy. The TULF became ineffective after the enactment of the Sixth Amendment to the Sri Lankan Constitution in August 1983, and thus the ethnic divide began to escalate into a violent civil war. The 13th Amendment to the Sri Lankan Constitution was made following the signing of the India-Sri Lanka Accord between Prime Minister Rajiv Gandhi and President JR Jayawardene in Colombo, Sri Lanka in 1987. The purpose of this accord is to amend the constitution to transfer certain powers like agriculture, health etc. to the nine provinces of the country and to find a constitutional solution to the civil war.
