Recently, the Reserve Bank of India (RBI) gave the freedom to microfinance institutions (MFIs) to set the interest rates that they charge borrowers, and also warned that the rates should not be high. These guidelines 1 April 2022will be effective. Earlier in the year 2021, RBI had proposed to lift the interest rate cap on MFIs. RBI revised the definition of microfinance loans to indicate collateral-free loans given to households with annual income up to Rs 3 lakh. Earlier the upper limit was Rs 1.2 lakh for rural borrowers and Rs 2 lakh for urban borrowers. As per the revised norms, Regulated Entities (REs) should formulate a board-approved policy on pricing of microfinance loans, interest rate ceilings and all other charges applicable to microfinance loans. Each regulated entity must disclose pricing information to a potential borrower in a standardized, simplified factsheet. There will be no prepayment penalty on microfinance loans. Penalty for delayed payment, The same, if any, would be applicable on the overdue amount and not the entire loan amount. Any change in the interest rate or any other charges will be notified to the Borrower in advance and these changes will be effective only prospectively.
