1.केन्द्रीय खेल मंत्री श्री विजय गोयल ने फीफा अंडर-17 मैचों के खेल स्थल जवाहर लाल नेहरु स्टेडियम का निरीक्षण किया :-
केन्द्रीय युवा मामलों एवं खेल राज्य मंत्री श्री विजय गोयल ने आज नई दिल्ली में जवाहर लाल नेहरु स्टेडियम का निरीक्षण किया। इस साल अक्टूबर में इसी स्टेडियम में फीफा अंडर-17 फुटबॉल विश्व कप मैचों का आयोजन होना है।
स्टेडियम में मौजूद अधिकारियों ने मंत्री को विश्व कप के लिए स्टेडियम में कराए जा रहे नवीनीकरण कार्य की प्रगति के बारे में बताया।
Union Sports Minister Vijay Goel inspects J. L. Nehru Stadium – A Venue for FIFA Under 17 Matches :-
Union Minister of State for Youth Affairs and Sports Shri Vijay Goel today inspected the JLN Stadium, New Delhi which is one of the venues for the FIFA U-17 Football World Cup to be held in October this year.
The officials at the venue appraised the Minister about the work in progress for renovation being done at the Stadium for the World Cup.
2.केंद्रीय कृषि एवं किसान कल्याण मंत्री ने दो प्राथमिक योजनाओं -राष्ट्रीय कृषि बाजार (ई-नाम) एवं मृदा स्वास्थ्य कार्ड के प्रगति की समीक्षा की :-
केन्द्रीय कृषि एवं किसान कल्याण मंत्री, श्री राधा मोहन सिंह ने कहा है कि कृषि के विकास के बारे में विचार काफी समय से होता आ रहा है परन्तु आजादी के बाद से यह पहली सरकार है जो कृषि के विकास के साथ- साथ कृषकों के आर्थिक उन्नयन के बारे में भी धरातल स्तर पर बहुत तेजी के साथ काम कर रही है।
इस बैठक में दो प्राथमिक योजनाओं -राष्ट्रीय कृषि बाजार (ई-नाम) एवं मृदा स्वास्थ्य कार्ड के प्रगति की समीक्षा की गयी।
Union Agriculture Minister reviews the progress of two flagship schemes – National Agricultural Markets (E-Names) and Soil Health Card :-
Union Agriculture and Farmers Welfare Minister, Shri Radha Mohan Singh said that the idea of development of agriculture sector was being contemplated for a long time, but since independence, this is the first government that has been working at the ground level for the development of agriculture and the economic growth of the farmers.
In this meeting, the progress of two flagship schemes – National Agricultural Markets (E-Names) and Soil Health Card was reviewed.
3.2016-17 की पहली तिमाही मे प्रधानमंत्री ग्राम सड़क योजना में महत्वपूर्ण सफलता :-
प्रधानमंत्री ग्राम सड़क योजना (पीएमजीएसवाई) का क्रियान्यवन देशभर में और विशेष तौर पर ग्रामीण क्षेत्रो में कम सड़क वाले राज्यों जैसे आसाम, पश्चिम बंगाल, ओड़िसा, बिहार, झारखंड, मध्यप्रदेश, छत्तीसगढ़ राजस्थान, हिमाचल प्रदेश, जम्मू एवं कश्मीर और उत्तराखंड में किया जा रहा है।
वर्ष 2016-17 में पीएमएसजीवाई सड़क निर्माण की गति सात वर्ष में सबसे अधिक 130 किलोमीटर प्रतिदिन के स्तर पर पहुंच गई जबकि वर्ष 2011-2014 के दौरान औसत 73 किलोमीटर का ही निर्माण हुआ था। वर्तमान वित्तीय वर्ष 2017-18 मे 156 किलोमीटर प्रतिदिन के औसत से 57 हजार किलोमीटर सड़क निर्माण का लक्ष्य निर्धारित किया गया है। जिससे 16,600 बस्तियों को संपर्क प्रदान किया जा सकेगा।
PMGSY registers significant success in the first quarter of 2016-17 :-
Pradhan Mantri Gram Sadak Yojana (PMGSY) is being implemented across the country, particularly, in States having historical deficit of rural roads (Assam, West Bengal, Odisha, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Rajasthan, Himachal Pradesh, J&K and Utttrakhand ) as never before.
The pace of construction of PMGSY roads reached a 7 year high of 130 kms per day in 2016-17 as against an average of 73 kms during the period 2011 to 2014. In the present financial year 2017-18, the target is to construct 57,000 kms of PMGSY roads, at an average per day rate of 156 kms and to provide connectivity to 16,600 eligible habitations.
4.ब्रिक्स के शिक्षा मंत्रियों की पांचवीं बैठक चीन के बीजिंग में संपन्न :-
ब्रिक्स देशों के शिक्षा मंत्रियों की बैठक 5 जुलाई, 2017 को चीन के बीजिंग में हुई। भारतीय प्रतिनिधिमंडल का नेतृत्व मानव संसाधन विकास मंत्री श्री प्रकाश जावड़ेकर ने किया।
ब्रिक्स के सभी पांच देशों के प्रतिनिधिमंडल ने दो दिवसीय बैठक में हिस्सा लिया।
इस अवसर पर मानव संसाधन विकास मंत्री श्री प्रकाश जावड़ेकर ने बीजिंग में बैठक आयोजित करने को लेकर चीन को धन्यवाद दिया। उन्होंने कहा कि शिक्षा प्रत्येक व्यक्ति को सशक्त बनाती है।
यह बैठक भविष्य की दुनिया के लिए दिशा तय करेगा। शिक्षा सार्वकालिक और गैर-राजनीतिक एजेंडा है।
5th Meeting of BRICS Education Ministers held in Beijing, China today :-
Meeting of BRICS Ministers of Education was held on 5th July, 2017 at Beijing, China. The Indian delegation was led by Shri Prakash Javadekar, Minister of Human Resource Development, India. Delegation of all the five BRICS countries participated in the two-day deliberations.
Speaking on the occasion, Minister of Human Resource Development, Shri Prakash Javadekar thanked China for hosting the meeting in Beijing. He said that the Education, being the universal good, empowers everybody.
5.भारत-जॉर्डन व्यापार एवं आर्थिक संयुक्त समिति (टीईजेसी) की दसवीं बैठक संपन्न :-
भारत-जॉर्डन व्यापार एवं आर्थिक संयुक्त समिति (टीईजेसी) की दसवीं बैठक 4 एवं 5 जुलाई, 2017 को संपन्न हुई। भारत की वाणिज्य एवं उद्योग राज्य मंत्री (स्वतंत्र प्रभार) श्रीमती निर्मला सीतारमण और जॉर्डन के हाशमी साम्राज्य की सरकार में उद्योग, व्यापार एवं आपूर्ति मंत्री महामहिम श्री यारूब क्यूदा ने इस बैठक की सह-अध्यक्षता की।
उर्वरक, दोहरा कराधान निवारण समझौता, वीजा एवं वाणिज्य दूतावास संबंधी मुद्दे, स्वास्थ्य एवं फार्मास्यूटिकल, सूक्ष्म, लघु एवं मझोले उद्यम, समुद्री परिवहन, रेल परिवहन एवं हवाई परिवहन, नवीकरणीय ऊर्जा, ऊर्जा दक्षता, स्मार्ट ग्रिड का विकास, सूचना प्रौद्योगिकी, उच्च शिक्षा एवं व्यावसायिक प्रशिक्षण, कृषि इत्यादि इन क्षेत्रों में शामिल हैं।
10th Session of the India- Jordan Trade and Economic Joint Committee (TEJC) :-
The 10TH India-Jordan Trade and Economic Joint Committee (TEJC) Meeting was held in New Delhi on 4th and 5th July, 2017 under the co-chairs of Smt. Nirmala Sitharaman, Minister of State (Independent Charge) for Commerce and Industry, Government of India, and H.E Eng. Mr. Yarub Qudah, Minister of Industry, Trade and Supply, the Government of the Hashemite Kingdom of Jordan.
During the TEJC meeting, the two sides also reaffirmed their mutual interest and discussed the roadmap for cooperation in various fields such as Fertilizer Sector, Customs, Double Taxation Avoidance Agreement, Visa and Consular issues, Health and Pharmaceuticals, Micro, Small and Medium Enterprises, Maritime Transport, Rail Transport, and Air Transport, Renewable Energy, Energy Efficiency, and Smart Grid development, Information Technology, Higher Education and Vocational Training, Agriculture sector etc.
6.जीएसटी दरों के संदर्भ में पंजीकृत ब्रांड नाम का अर्थ, 5 फीसदी सीजीएसटी दर वस्तुओं की आपूर्ति पर तब तक लागू नहीं होगी, जब तक कि ब्रांड नाम अथवा कारोबार नाम वास्तव में ट्रेडमार्क के रजिस्टर पर दर्ज नहीं होगा :-
उन विशेष वस्तुओं जैसे कि पनीर, प्राकृतिक शहद, गेहूं, चावल, एवं अन्य मोटे अनाजों, दालों की आपूर्ति पर केन्द्रीय जीएसटी (सीजीएसटी) दर शून्य है जिन्हें यूनिट कंटेनर में नहीं डाला जाता है और जिसका कोई पंजीकृत ब्रांड नाम नहीं है।
वहीं, जब इस तरह की वस्तुओं को यूनिट कंटेनर में डाला दिया जाता है और उसका कोई पंजीकृत ब्रांड नाम भी होता है तो उनकी आपूर्ति पर 2.5 फीसदी सीजीएसटी लगता है।
इस संदर्भ में अधिसूचना संख्या 1/2017- केन्द्रीय दर, दिनांक 28 जून, 2017 (जो वस्तुओं की अंतर-राज्य आपूर्ति की सीजीएसटी दरों को अधिसूचित करती है) और अधिसूचना संख्या 2/2017- केन्द्रीय दर, दिनांक 28 जून, 2017 (जो विशिष्ट वस्तुओं की अंतर-राज्य आपूर्ति पर छूट प्रदान करती है) में साफ तौर पर ‘पंजीकृत ब्रांड नाम’ को उस ब्रांड नाम अथवा कारोबार नाम के रूप में परिभाषित किया गया है जो ट्रेड मार्क अधिनियम, 1999 के तहत पंजीकृत है।
इस संदर्भ में, ट्रेड मार्क अधिनियम की धारा 2 (टी) के साथ धारा 2 (डब्ल्यू) में कहा गया है कि पंजीकृत ट्रेड मार्क से आशय उस ट्रेड मार्क से है जो वास्तव में ट्रेड मार्क के रजिस्टर पर दर्ज है और अब भी मान्य है।
Meaning of registered brand name in the context of GST rates; CGST rate of 5% will not be applicable on the supply of goods unless the brand name or trade name is actually on the Register of Trade Marks and is in force under the Trade Marks Act, 1999 :-
The Central GST (CGST) rate on supply of certain goods, such as chena or paneer, natural honey, wheat, rice and other cereals, pulses, flour of cereals and pulses, other than those put up in unit container and bearing a registered brand name, is NIL. Supply of such goods, when put up in unit container and bearing a registered brand name attracts 2.5% CGST rate.
clearly defines “registered brand name” as brand name or trade name, which is registered under the Trade Marks Act, 1999. In this regard, Section 2 (w) read with section 2 (t) of the Trade Marks Act, 1999 provide that a registered trade mark means a trade mark which is actually on the Register of Trade Marks and remaining in force.
